The project involved landfill cell construction and large-scale earthworks, including site grading, liner systems, granular imports, and topsoil placement, delivered under an aggressive schedule and challenging weather conditions.

- An aggressive project schedule combined with scope changes during construction.
- Unprecedented rainfall requiring extensive care-of-water measures.
- The project required 24-hour workdays and seven-day workweeks for three consecutive months to meet the aggressive schedule.
